Many Simmers who had pre-ordered The Sims 4 Cats & Dogs were having trouble downloading with their pre-orders of The Sims 4 Cats & Dogs on PS4 even though the game was sent out.
The Sims Team was aware of the issue and contacted Sony about the problem and they got it fixed so you should be able to play it.
We have word that Sony is reviewing a solution and are pushing to get it deployed. We don't have exact timing of when that will be, yet.

You'll need to go to the Store and manually initiate the downloads for the pack and your theme.
